John 1:12-13 (English Standard Version)
But to all who did receive him, who believed in his name, he gave the right to become children of God, who were born, not of blood nor of the will of the flesh nor of the will of man, but of God.
The issue of being born in the spirit is a matter of choice of when not if.
Matthew 6:10 “Your kingdom come, your will be done, on earth as it is in heaven.”
His kingdom came when Jesus became King. His will is done on earth as it is in heaven.
Matthew 25:34 Then the King will say to those on his right, ‘Come, you who are blessed by my Father, inherit the kingdom prepared for you from the foundation of the world.
His will is the foundational principle.
Ephesians 1:4 even as he chose us in him before the foundation of the world, that we should be holy and blameless before him. In love he predestined us,
It is our destiny to be children of God but when we choose to surrender is a matter of choice.
Since it is not a matter of human will, why did you choose to believe?
Don’t answer that. It doesn’t matter, you will come to love Him.

that according to the riches of his glory he may grant you to be strengthened with power through his Spirit in your inner being, so that Christ may dwell in your hearts through faith—that you, being rooted and grounded in love, may have strength to comprehend with all the saints what is the breadth and length and height and depth, and to know the love of Christ that surpasses knowledge, that you may be filled with all the fullness of God.
